霍德明教授，1955年10月3日生于台湾台北市，祖籍陕西。1977年毕业于台湾大学经济学系。后留学美国罗切斯特大学，1985年取得博士学位。先后任教于美国东北大学与加州大学圣塔芭芭拉分校经济学系，之后回到台湾，任教于台湾政治大学金融系，曾任系主任。1998年，到中国大陆的大学担任客座教授与访问学者。2005年2月，至北京大学中国经济研究中心担任访问学者。此后在林毅夫教授邀请之下，2006年举家迁至北京，担任北京大学国家发展研究院（原中国经济研究中心）教授至今。同时兼任台湾政治大学教授、中华金融学会秘书长、台湾金融研训院咨询顾问等职。霍德明教授因病医治无效，于2019年6月1日21时30分在北京逝世，享年64岁。
