Abstract
In 2016, India launched its open payment infrastructure, Unified Payment Interface (UPI), providing a unique experimental context. We use time variation in UPI deployment by banks and zipcode-level variation in their ex-ante deposit market share as a source of exogenous variation in UPI usage. Our difference-in-differences empirical design compares credit outcomes in pin codes (treated regions) served by banks that were early to deploy UPI relative to other pin codes (control region). There is a significant increase in both margins of credit access in regions with greater UPI usage. Consistent with financial inclusion, the increase in credit access is especially greater for subprime and "new-to-credit customers" (NTC). Notably, the increase in credit to NTC is led by Fintechs compared to traditional banks and is larger in ex-ante financially excluded regions. Our results inform the policy debate on the impact of open banking on expanding financial access.
