讲座题目：Building State Capacity from Below: Evidence from China's Institutionalization of Grassroots Environmental Agencies

内容简介：This paper uses newly digitized records to study the effects of bureaucratization on effective governance. It finds that county-level environmental bureaucracies successively established in China since the late 1970s significantly lowers measured pollution. Variation in politician or director quality does not drive the effect. Fieldwork and quantitative comparative evidence indicate that institutional independence, a single-task mandate, grassroots embeddedness, and mission-driven officials are key to such effectiveness. Pollution declines through strengthened policy implementation and environment-friendly transition without harming economic performance. The findings shed light on how technocratic bureaucracy builds state capacity, a domain that needs more rigorous empirical evidence.

主讲人简介：张琼，中国人民大学公共管理学院教授。主要研究领域包括行为经济学，发展经济学和公共经济学。先后主持国家、省部级和国际合作等各类项目20余项，出版中英文著作2部，迄今在American Economic Review, Population Studies, Journal of Development Studies, 《经济研究》、《经济学（季刊）》、《世界经济》等国内外学术期刊上发表论文50余篇。论文成果曾获2016年度（第17届）孙冶方经济科学奖论文奖。
