摘要:How does public long-term care insurance (LTCI) targeted at older adults affect child development in multigenerational families? We examine this question using linked data covering three generations and the staggered rollout of China’s LTCI program, which provides coverage to individuals with functional limitations. We find that LTCI improves grandparents' health and substantially enhances grandchildren’s cognitive development, with larger effects in families whose grandparents faced greater pre-policy disability risk. To investigate the underlying mechanisms, we examine the middle generation’s labor-market responses and investments in children. LTCI increases mothers’ employment by 10.1 percentage points and raises their monthly wages, while having little effect on fathers’ labor-market outcomes. It also increases families’ monetary and behavioral investments in children. Finally, after incorporating benefits across all three generations, we estimate that each yuan of net government spending generates approximately 4.3 yuan in household welfare. Effects on mothers and grandchildren account for more than 70% of the program’s total estimated benefits.
