报告摘要：
We study a model of the sequential response of societies to a common crisis. A government faces a “damned-either-way” policy-making dilemma: aggressive intervention contains the crisis, but the resulting good outcome makes the public skeptical of the costly response; light intervention worsens the crisis and causes the government to be faulted as well. Such a dilemma raises the government’s political cost of taking an efficient policy. This political hurdle can be mitigated if there is another society that faces the same crisis afterward. We show that the countries that encounter the crisis later do not necessarily perform better despite having more information, while countries being hit earlier might benefit from an information spillover effect.

李飞，美国宾夕法尼亚大学经济学博士。现任美国北卡罗莱纳大学副教授。主要研究方向为动态博弈论，信息设计、产业组织，以及搜寻与匹配理论。论文发表在Review of Economic Studies, American Economic Journal: Microeconomics, Games and Economic Behavior, International Economic Review, Journal of Economic Theory, Journal of Finance, Rand Journal of Economics 以及《经济研究》等国内外学术刊物上，并担任Rand Journal of Economics的副主编。
