Migration and Crime: Evidence from a Hukou Reform in China

摘要:To explore the impact of internal migration on crime, we analyze the effect of China’s 2014 Hukou reform on crime rates. Our findings reveal that the policy significantly increased crime rates in the affected areas. Moreover, the magnitude of this increase was more pronounced in prefectures where the relaxation of migration restrictions was more thorough.  We discovered that the policy led to an increase in both property crimes and violent crimes. We also find that the crimes induced by the policy are primarily those with shorter sentences, committed mostly by first-time offenders, and often carried out individually. Interestingly, it was primarily local residents who contributed to the rise in the crime rate, while the policy did not result in an increase in crime among migrants. The negative impact of the policy on local governments’ public welfare spending and local residents’ overall experience serves as an important channel leading to the increase in crime rates.
