摘要： 

A norm, defined as a type of behavior considered typical, tends to sustain itself without external intervention. In contrast, a policy is intentionally designed to alter the existing state of affairs. Therefore, norm often hinders the implementation of new policies. I investigate whether changes in local norms can aid in policy implementation using the case of rural China. In the early 1970s, China introduced a policy advocating later marriage, which contradicted the traditional preference for early marriage and larger families. Interestingly, during that time, a group of special youths from urban cities, known as the sent-down youths (SDYs), who naturally married late for various reasons and held different values from the locals, resided in rural villages. Therefore, SDYs served as a powerful catalyst for changing local norm. Employing a cohort triple-difference approach that utilizes both the staggered adoption of the policy and the variations in the number of received SDYs across counties, I find that one more SDY per 100 rural population would increase the policy's effect on postponed age of marriage for rural women by 14.7\%. These women were more inclined to support gender equity and pursue independence from traditional family norms, suggesting cultural change as a channel. My study contributes to the understanding of the interaction between norm and policy.
