摘要（演讲一）： 社会保障体系对优化收入分配格局、促进人民共同富裕发挥着重要作用。本文从理论和实证两个角度考察了企业社会保险缴费负担对劳动收入份额的影响。理论分析表明，企业社保缴费会通过资本和劳动间的替代（互补）效应、企业在产品市场上的垄断力量以及在劳动力市场上的买方垄断力量三个途径影响劳动收入份额。基于2011年《社会保险法》颁布实施这一准自然实验和双重差分法，发现企业社保缴费负担加重显著地降低了企业内部劳动要素收入占比：实际社保缴费率每提高1个百分点，劳动收入份额和工资收入份额分别平均下降0.26和0.52个百分点。机制分析表明，社保缴费负担提高对劳动收入份额的负面影响主要是由于企业在产品市场和劳动力市场上的市场力量提升所致，而资本和劳动之间并非是替代而是互补关系，因此要素相对价格变动并未对劳动收入份额造成负面影响。进一步分析发现，制造业企业、小微企业和低工资企业的劳动收入份额受到社保缴费负担提高的负面影响更明显，特别是小微企业和低工资企业员工的工资水平和就业受到了较为严重的负面冲击，表明社保负担提高对低收入群体的负面影响更为突出。本文对进一步完善我国社会保障制度的收入分配职能、促进共同富裕具有重要政策参考意义。
摘要（演讲二）：This paper investigates whether MSAs are considered saving vehicles by exploiting changes in fund inflows of MSAs at specific age thresholds. Using Urban Employee Basic Medical Insurance (UEBMI) administrative data from a prefecture-level city in China and an event study approach, we find a 13-15 percent increase in funds inflow of UEBMI enrollees’ MSAs after they reach 35/45 years old. The rise in funds inflow induces UEBMI enrollees to increase the expenses paid by MSAs by 8-11 percent after they reach the age thresholds, with a 5-14 percent increase in outpatient care expenses and an 8-9 percent increase in drugstore purchase expenses. This implies the estimated marginal propensity to consume (MPC) from MSA funds is 0.5-0.6, rejecting the neoclassical benchmark. Significant responses and similar MPCs are found in people with different socioeconomic statuses (SES), such as income, pre-event balance, education, and hukou status. Our results show that people view MSAs as mental accounts rather than saving vehicles, and add new evidence for the existence of liquidity sensitivity in healthcare.
