摘要：This paper studies spatial spillovers of public pharmacy regulation on private drugstores. We develop a spatial Hotelling model with vertical differentiation to analyze private drugstore entry and exit. The model highlights that the public-only regulation's spatial spillover depends critically on whether it targets price or variety: Price cap on public pharmacy uniformly reduces drugstore profitability, leading to net exit regardless of distance from public pharmacy, while price-and-variety cap induces private entry near and exit afar. We test the model using geolocated pharmacy registry data from China's prescription drug market. Consistent with the model, a price-only regulation produced uniform exit of drugstores near the public pharmacy, whereas dual cap on price and variety generates net entry near the public pharmacy and net exit afar. Our findings highlight how the design of public regulation interacts with geographic distance to shape private market dynamics.
